Actually, DISPID_BEFORENAVIGATE2 is triggered after DISPID_NEWWINDOW2, so
you can't really cancel the popup at all since you have no way of knowing
the the URL ahead of time. Basically, you would have to make
DISPID_NEWWINDOW2 create a temporary web browser instance on a hidden window
of its own and allow the navigation normally, and then catch
DISPID_BEFORENAVIGATE2 from the second browser instance and cancel the
navigation from there. Since the second window is still hidden, you can
simply cancel the navigation and close the window. If the navigation is to
be allowed, you simply diplay the hidden window instead.

I can't give you actual code for it yet, as I haven't implemented it myself
yet. I'll have to show you that later.
