You have to write the actual DLL first.  You need to implement the
IContextMenu and IShellExtInit interfaces.  The ITEMIDLIST pointers for all
of the currently selected files is passed inside of an IDataObject interface
to the IShellExtInit::Initialize() method.  You need to extract the filename
from that and store them for later use.  Then the IContextMenu interface is
used for updating the visual popup menu and determining what operation the
user chooses.
