How can my app talk to other instances, networked and local?

Any suggestions on approaches/ APIs to pursue?

I would like if the user does a restore from backup, that the app
could tell other instances of itself, locally, and elsewhere on the
LAN, to close all files (after warning that instance's user, of
course). Likewise for product update, but the instance would close
entirely for that.

I might have a dozen users, maybe up to 6 instances per user open.
Some networks are TCP, others NETBEUI.

I'm thinking some sort of broadcast, that all instances could catch.
Any thoughts or recomends?
Named Pipes? UDP? Which way should I jump?
