Hey

Here is the code the way I think you mean
    SystemParametersInfo(SPI_SETACTIVEWINDOWTRACKING | SPI_SETACTIVEWNDTRKTIMEOUT, 0, NULL, SPIF_SENDCHANGE);
    PostMessage(HWND_BROADCAST, WM_SETTINGCHANGE, NULL, NULL);

This doesn't seem to affect the system in anyway.
