You cannot specify the flags at the same time.  You need to make separate
calls to SystemParametersInfo() for each one individually:

    BOOL enabled = TRUE;
    SystemParametersInfo(SPI_SETACTIVEWINDOWTRACKING, 0, &enabled,
SPIF_UPDATEINIFILE | SPIF_SENDCHANGE);

    DWORD timeout = 0;
    SystemParametersInfo(SPI_SETACTIVEWNDTRKTIMEOUT, 0, &timeout,
SPIF_UPDATEINIFILE | SPIF_SENDCHANGE);

>     PostMessage(HWND_BROADCAST, WM_SETTINGCHANGE, NULL, NULL);

You do not need to do that yourself.  As I said earlier,
SystemParametersInfi() can do that for you automatically.
