I do not think that you can use a VCL form for what you are asking.  First
off, a VCL form is not a dialog box, that is a completely different type of
window as far as the OS is concerned.  Second, if you read the documentation
again for how WinLogon works, you should see the following note:

    "Winlogon provides a set of dialog support functions for the GINA. The
GINA must use these functions instead of their Windows counterparts to
ensure that the GINA and Winlogon maintain appropriate control over the
dialog boxes."
