Short of running through every possble IP on the network attempting to make actual connections, what you ask for is typically done using UDP. You would have the server open a UDP server socket on a given port. The client can then do a UDP subnet broadcast using that port. Any server that receives and processes the packet can decide if it can accept TCP connections on the other port (4100, in this case) and send a response UDP packet back to the client letting it know that the server is there and ready.
