That is exactly what my own BHO does. I then have a separate app that sits
in the System Tray and allows the user to enable/disable the BHO at any time
by simply updating the Registry with the necessary values. I use a separate
app only because I haven't integrated my BHO into IE's own toolbar/popupmenu
yet.

That is the same principle as the Registry approach, only with a file
instead of the Registry. I prefer the Registry instead, because 1) that is
Microsoft's recommended place to store program settings, 2) it allows
per-user configurations without writing code to load user settings manually
depending on which user is actually logged in (if you have a multi-user
setup on your machine), and 3) the Registry is stored in memory, so it is
faster than file I/O.

No. In fact, if you go to http://www.sysinternals.com and get their
Registry Monitor utility, you can see just how often the system actually
accesses the Registry during all of the operations that you perform during
the course of a day. The Registry is hammered frequently with accesses.
The system won't care if you add a few extra of your own to the mix as well.

That will work just fine.
