Yes, ie:

    void __fastcall TService1::ServiceStart(TService *Sender, bool &Started)
    {
        ConvThread = new TConvThread(true);
        ConvThread->Resume();
        Started = true;
    }

Unless you have the thread's constructor call Resume() at the end of itself,
then the service code doesn't need to call Resume().
