Do you have IE5+ installed?  CSIDL_PROGRAMFILES was introduced in v5.0 of
Shlwapi.dll that is shipped with IE5.

You're not checking values at all.  If SHGetSpecialFolderLocation fails, its
return value tell you why it failed.

0x0024 is CSIDL_WINDOWS, not CSIDL_PROGRAMFILES.  CSIDL_WINDOWS was also
introduced in Shlwapi.dll v5.0.  Use GetWindowsDirectory() instead for
systems where CSIDL_WINDOWS is not available.
