Win98 comes with IE4 preinstalled, not IE5. Did you go to Microsoft's
website and install a newer version of IE?

What you need to do is follow Microsoft's documentation and check the actual
Shell version that is available so that you can utilize the appropriate
functionality for versions that actually support what you want to do:

    Shell and Common Controls Versions

http://msdn.microsoft.com/library/en-us/shellcc/platform/shell/programmersguide/versions.asp

Case in point. Obviously, if you try to use a new feature in an older OS,
it won't work, so you have to use alternative approaches to get the results
you are looking for. Such as looking in the Registry manually for those
values you cannot query with an available function.
