We have code that rebuilds on-disk indexes and so is CPU and disk intensive. Most of the time on most machines it runs well but on some machines it slows down. When this happens TaskManager will show low CPU usage but when stepping through the code there is no obvious cause. The low CPU usage implies something blocking but we have seen it when all the files are being accessed from a local IDE drive. FWIW all our file I/O is being performed through direct calls to the Windows API so if something is blocking it most be the OS. -- Andrue Cope [Bicester, UK]
