Microsoft made interoperability but it is not always easy.
Really it is easy call Win32 API function or function 
from your DLL (it called PInvoke) from C# or managed C++ 
than vice versa (about it you ask).

As I know you need create some middleware on .Net 
platform for accessing to CLR classes from unmanaged code. 
It means creating application (component) on 
C# (C++ managed) and registered it 
in Registry as Com object (IDispatch interface).
So you can't do it without .Net languages.

May be it is time for you to download Borland C# Personal 
Edition (free for non-commertial using).

Another sample - you have remote WSDL service written on 
C#. The access to this services via WSDL - SOAP - HTTP - TCP/IP.
So if your application correctly use this protocols (for example, via wininet.dll) you can access (I hope it's true) to 
service from remote unmanaged client.
