Via the GetScrollInfo API:

int IsScrollBarVisible(void* handle, int BarType)
{
// 1 Scroll Bar is Visible
// 0 Scroll Bar is Not Visible
// -1 Illegal BarType input
// -2 Illegal BarType input

   if (!handle)
       return -1;  // Illegal handle

   if (BarType == SB_HORZ || BarType == SB_VERT)
   {
       SCROLLINFO si;
       SCROLLINFO* psi = &si;
       psi->fMask = SIF_ALL; // Include this one or it will give
wrong results

       if (GetScrollInfo(handle, BarType, psi) &&
           (psi->nMin || psi->nMax))
           return 1;
       else
           return 0;
   }
   else
       return -2;  // Illegal BarType
}
