Yes. I used IShellFolder::BindToObject() to bind to the 'Network
neighborhood' folder and then used IShellFolder::ParseDisplayName() to get
the relative PIDL for the relative path name 'user'.

No. I tried using the absolute path name of the folder ('\\user') with
IShellFolder::ParseDisplayName() of the instance returned by
SHGetDesktopFolder(), but the PIDL returned is the same.
