No, I'm not.  Not sure how I'd tell.

No it isn't.  It's an application bundled with a TV card to display TeleText pages.  In Britain (and Germany I think) you get text pages embedded within the TV signal called TeleText or
CeeFax.  When vtplus32.exe launches, you see these pages displayed within the application window. I guess that makes it
visual?

I can get the handle on this window by looking out for
a window title of VTPlus... but using a ProcessID makes it
a bit more future-proof and portable.
