May be we do not understand your problem.
So again from begin.
You have printer with standard size (A4) and try to 
print labels on it, right?
Or you have "ribbon" printer?

In first case you can set size of page as standard and 
print labels on page without EndDoc and NewPage (just as 
Bob suggested).

In second you can try to use WritePrinter Win32 API function 
that sends data directly on printer (including escape function 
as JD said).
