Originially it looked like this...

 // create window seperate from Borland VCL
 hPanicWindow = CreateWindowEx(WS_EX_TOPMOST, szWindowClass, "PanicForm", 0,
0, 0, BlankForm->Width, BlankForm->Height, NULL, NULL, hInst, NULL);

However, in the meantime, I found the solution that follows...

// remove border
SetWindowLong(hPanicWindow, GWL_STYLE, GetWindowLong(hPanicWindow,
GWL_STYLE) & ~WS_BORDER & ~WS_DLGFRAME);

I guess windows substitutes its own default parameters even when I tell it
what I want.
