Application starting hook?

Hello,

I am searching for a way to place a hook so my application
will be messaged each time an application is being run.

I have in my application already a keyboard and mouse hook
placed in the dll but I wonder how I can manage to catch
a program being started with it's full path and file name.

Also, I wonder how I can hook a special URL being typed and
visited in IE ... 

I would appreciate an answer very much.
