Im using:

SetThreadLocale(MAKELCID(MAKELANGID(LANG_ENGLISH, SUBLANG_NEUTRAL),SORT_DEFAULT));

In my NT service to try and solve the problem of INI files being read incorrectly in non English regions and returning this error:

"Service failed on execute: '1.0' is not a valid floating point value."

SetThreadLocale is returning "true" meaning it was successful, but im still getting the INI read problems.

Can anyone help?
