The basic requirements for HTML Help are: 32-bit Windows, Internet
Explorer 3.0 or later (4.0+ is highly recommended), and the four HTML
Help runtime components. As far as Internet Explorer is concerned, I
believe that Windows 9x and NT4 shipped with the following IE
versions:

Windows 95 Original: Not installed
Windows 95 OSR2: IE 3.01
Windows 98 Original: 4.01
Windows 98 SE: 5.0
Windows NT4: 2.0

As far as the HTML Help runtime components are concerned, the shipped
versions were:

Windows 95 Original: Not installed
Windows 95 OSR2: Not installed
Windows 98 Original: HH 1.1a
Windows 98 SE: HH 1.21
Windows NT4: Not installed

Probably the best places to look for information on the system
requirements for HTML Help are:

http://www.mvps.org/htmlhelpcenter/htmlhelp/hhsysreq.html
http://www.workwrite.com/helpthink/deploy_chandler.htm

The latter contains extensive information on how to do a silent
installation of IE, as well as how to run hhupd.exe (with which you
can install or upgrade the runtime components).
