Checking TBitmap's source code, it turns out that it really does only
support CF_BITMAP specifically.  However, when working with the CF_BITMAP
format, TBitmap works with the bitmap data as a DIB anyway.

Nothing in the native VCL even touches the CF_DIB format at all.  In
CF_BITMAP is not good enough for you, then you'll just have to read and
format the clipboard data manually before passing it to the TImage.
