Should we assume that you can't modify this special application so that, 
while it may be launched in any case, it won't do anything useful if the 
magic file doesn't exist? That seems to be a common way such things are 
done.

What bothers me is that even if you work out how to implement an 
execution hook, how will you prevent an uncooperative user from 
disabling it by preventing the hook process from being executed?
