Anyone have working sample code to pop up a balloon on the status bar?

I'm using BCB5 and have a small app that creates a tray icon, then 
hides. I update the icon color occasionally with Shell_NotifyIcon(), and 
this works perfectly.  What I'd like to do is add an occasional popup 
balloon. I copied code from

http://msdn.microsoft.com/library/default.asp?url=/library/en-us/shellcc/platform/commctls/tooltip/usingtooltips.asp

and tweaked it a bit so it would compile, but the routine that displays 
the balloon does nothing (visible).
