This was the key.  In the control's OnMouseMove event, I changed
the value of the Hint property as needed and set the 
TApplication->HintPause = 0, ->HintHidePause = 10000,
and ->HintShortPause = 0.

The TApplication->OnShowHint event handler sets
HintInfo.ReshowTimeout to 15ms.  Presto!  If this is zero, it
only shows the hint once, but higher values force it to 
redisplay.

I also added a handler for the OnMouseMove event of the control
on which the first one lives, to reset the HintPause, etc.
values back to defaults and detach the OnShowHint handler so 
other hints on the form will behave in the normal way.
