Then you will likely have to instantiate and use your own THintWindow object
manually.

value of zero?

Yes, you can.  You can set the TApplication::Hint property whenever you
want.

You can call the TApplication::ActivateHint() or
TApplication::HintMouseMessage() method to provide new mouse coordinates.
If the hint is already active, it will move accordingly.  You may have to
use the TApplication::OnShowHint event to force the hint to reshow by
setting the HintInfo.ReshowTimeout member to a value greater than zero.
