If there is, then the bug is in the OS itself, because all ResInstLoad() and
ResourceLoad() do is call into the Win32 API (specifically, the
ImageList_LoadImage() macro) to do the actual loading.  ResInstLoad() and
ResourceLoad() both call TCustomImageList::CopyImages() after calling
ImageList_LoadImage().  CopyImages() uses TBitmap and Add() internally, so
the OS would have to be loading 16-color images to begin with in order for
Add() to be adding 16-color images into the TImageList.
