thank you for your help.
SetErrorMode(SEM_NOOPENFILEERRORBOX | SEM_FAILCRITICALERRORS)
works well without CreateFile() and DeviceIoControl().

P.S. The only thing left behind - why CreateFile() does not work as needed.
But now it doesn't matter.
