Inherit new visual controls from TButtons, TTrackControl or create new
ones from TCustomControl.
Add a Skin property that loads a Bitmap from a File (start with one
bitmap for one control)
Rewrite MouseMove, MouseUp, MouseDown, KeyDown, KeyPress for proper
user interaction.
Rewrite Paint to draw your new TSkinButton, TSkinTrackControl,
TSkinPanel, ... according to its user state (selected, rollover,
pressed, disabled ... ) changing the bitmap that's used to paint.

When everything works fine write a new Component TSkinDispatcher that
load's one bitmap for all the controls and use it into controls
instead of the Skin property.

It's a one week job but you'll give your application a very good look.
Don't forget to test all the behaviours of the new controls.
