Embedded Speech Synthesis?

At a Borland conference a few years ago, someone assured me
that there was a speech synthesis .dll buried somewhere within
the Windows API. Is this true? If so, can someone send me a
link to its documentation? Or tell me its name?

I'm looking for an implementation of the old Votrax "synthesis
by rule" chip, but something hopefully already included in
Windows software. I don't want "text-to-speech." I want to be
able to call up the individual phones and phonemes...

I'd appreciate any pointers. Or sources for the old Votrax
equipment (they seem to have dried up on eBay).

Thanks, Nick Gessler, Ph.D.

Yes, it is SAPI
Try this Google:
speech borland nativeapi

Did you check Google?

Bob,
Many thanks for the link.
I haven't tried Google but will do so.
It will give me something to do this weekend...

Look here first. I got it when it was $9.99 for the TAPI only
and it was well worth it even though most of the code was VB.

JD,

Thank you for the link. I'll check it out this weekend.
I wish I could simply buy a bunch of Federal Screw Works VOTRAX
speech synthesizers. If any reader has some, please let me
know.

What I am trying to do is write some evolutionary software that
explores the origins of language. I want to set up a multi-
agent simulation in which there are resources located in
different areas. Each agent needs several (e.g. food and
water) but each does not have the energy to collect both.
Consequently, trade would provide them with a fitness advan-
tage, and language would provide them with a means of trade.

The agents would then evolve a language that suited their
needs, and I would want the user of the simulation to be able
to "hear" the language being developed. Consequently, they
would construct it out of English language phonemes, and I
would output the synthetic language to a phoneme "synthesis
by rule" synthesizer like the VOTRAX.

You would get something with English sounds, but not English
words. Consequently text-to-speech would be too fancy. I need
to be able to output at the phoneme level.

Cheers,
Nick Gessler, Ph.D.
