Since applying the Update #2 patch to my enterprise version of Builder
4.0 I have noticed that I am receiving with some regularity a Linker
Error.

[Linker Fatal Error] Fatal: Could not open <path & filename>.exe
(program still running?).

This is occurring when the program isn't running and requires another
Make or Build to get past it. Needless to say it is becoming very
annoying.
