Correct, AFAIK.

Is it possible that your ISP has a very bad connection to the United
States?

When downloading the patch, I obtained transfer rates that saturated my
64kbit ISDN line completely.

Not that I would be aware of it. You might want to use 

  http://ftpsearch.lycos.com/

to search one.

Alternatively, you might be able to contact Borland in the UK and ask them
to send you the patch CD for free, just for the cost of shipping and
handling.
