BCB6 - problem with HTML Help OnHelp event

We have been using HTML Help in Borland 5, and have event handlers for the
OnHelp event to make our help responses more context- and state-sensitive.
This works fine in Borland 5, but in Borland 6 we no longer receive calls to
any of our form's OnHelp event handler. What we observe is that the Help
that does get invoked is tied to the application help file and help
contexts. We need to override the default handling of help events in order
to redirect them to the correct (context-dependent) help files. How can we
get OnHelp event handling working under BCB6?
