DCC32.exe uses a config file named dcc32.cfg in the Delphi\bin folder 
to locate the library search paths to be used during a build. The IDE
uses entries stored in the registry. If your project is spread across
several folders or even drives then you will need to manually update
the dcc32.cfg and update the "-u" params to tell it where the rest
of your files are located.
