That is your problem, however, in your requirements you may require of the 
user that he sets up his timezone correctly, including the adjust clock for 
DST setting if he is in a time zone that has that feature. If a user wants 
to deliberately misconfigure his machine, then any of the consequences are 
his, not yours. Other than that, if you do arithmetic, make sure you're 
doing all date and time arithmetic in UTC.
