How should my project be set to JDK1.2 or higher?

What I do have set is:
 in Tools--> Configure JDKs :
    Name : java 1.3.0-C
    JDK Home Path : D:/JBuilder4/jdk1.3

 and in Porject--> Project Properties :
    JDK : java 1.3.0-C


I think this is correct, isn't it.

It seems like the JBuilder is looking for the rt.jar in some other place
that I don't know.
Do you know some other?
Have you ever heard of this problem?
