There aren't any, because there is no money to operate them. Banks don't
give short term, or "bridging" loans, because they can make guaranteed
money on government bonds. Banks also have fraud, and money laundering
available as a means of revenu. Multinational corporations are sitting
on mountains of money, and one can only speculate why they don't spend
it. I, myself, lean to the conspiracy theory. And rich people (1%), keep
their money out of the U.S., like Romney, so that they won't have to pay
taxes for things like infrastructure.

Another conclusion by the report is that “wealth doesn’t trickle down —
it just floods offshore.”
