I think I'd prefer to pay it at the gas pump.  Less hassle with
turning the insurance on and off, and much more difficult to lie about
how much driving is done.  Problem is (in either scheme) it is highly
likely that someone else (a frequent driver, e.g.) will pay more, and
that person is unlikely to take kindly to being asked to pay more
(even if the new rate is fairer than the old).  The gas pump scheme
also penalizes people who drive inefficient cars.  This is "good" in
some ways, given that saving energy is alleged to be good, and given
that (all else being equal) I'd rather collide with a little car than
a big one, but bad in others (poor people are less able to obtain new
cars or maintain the ones that they already own).
