In addition to taxing the amount of actual gas used, I would like to see a tax applied to account for the amount of pollution caused. It could be assessed when the vehicle registration is due. I envision it to be a function of actual mileage, EPA mileage estimate, and actual readings from the smog test. Cars would have to get smog test every year, they would have to pass, period. The first year the mileage would be calculated ( miles / age of car ), after that it would be the difference between the odometer and what is on the DMV registration form. The calculation could be simply done with a reprogramming of the smog computer. The smog certificate would have the assessment on it and a machine readable copy of the data ( OCR, bar code, etc). Their would have to be heavy fines / imprisonment for failure to comply, fraud by the consumer or tester, etc. This has the advantage of levying the heaviest fine on the heaviest polluters. To help relieve any burden on the poorer segment of the population (since they tend to own the older, dirtier cars) a variation of Bush's EPA pollution swap could be used, where industry buys the car for limited pollution credits, but the payment is towards a newer cleaner car made available by the state.
