Fellow Cyclists, Bicycle Advocates, Alternative
Transportation Advocates & Environmentalists,
When you read the attached letter, you'll see that I've posted
it late... I would suggest that contacting your representatives
in the State Legislature to express your support would *still*
be a good idea.
Bill
-----------------------------------------
Date: February 29, 1992
To: Interested parties
From: Senator Killea (CA State Assemblywoman 39th Dist.)
Subject: SB 1141 (Bicycles)
I am writing to provide you with a brief update on my bicycle
legislation. I encourage all bicycle advocates to write and
call your state legislators and local government officials about
this bill, SB 1141, but also about bicycle planning in general.
Several new state and federal laws affecting bicycle
transportation have been passed recently, requiring increased
regional and local planning for bicycle facilities.
SB 1141 establishes a permanent Coordinator for Bicycle
Facilities at the State Department of Transportation. It
increases funding in the Bicycle Lane Account to $2.4 million.
It also consolidates the State's current bicycle laws into a
single comprehensive Act.
Since SB 1141 was introduced in 1991, it has been amended and
has passed the Senate. It will be heard by the Assembly
Transportation Committee on March 30th, then the Assembly
Ways and Means Committee a couple of weeks later. Finally
the bill will be voted on by the full Assembly and again by the
full Senate, which will have to concur with technical changes
that will be made by the Assembly, in order for the bill to be
sent to the Governor for his signature.
Please use the enclosed lists to call and write your State
Assembly person and Senator urging them to pass this
important bicycle bill -- SB 1141.
Bicycle transportation planning is at a critical stage of
development. Besides SB 1141, state proposition 116, the
Federal Clean Air Act, the 1991 federal transportation act
(known as ISTEA) all provide funds and encourage or require
planning for bicycle transportation by local government. I urge
you to write and call your local and regional representatives
about including bicycles in transportation planning.
The address for Senate and Assembly offices is:
The Honorable (last name here) State
Capitol Sacramento, CA 95814
If you have any questions please call me or Tom Higgins of my
staff at (916) 327-7493.
BB 1141 (KILLEA) -- BICYCLE TRANSPORTATION
THIS BILL WOULD:
o Create the office of Bicycle Facilities Coordinator within
the
State Department of Transportation (CalTrans).
o Increase funding from $360,000 to $2.4 million annually for
local bicycle facilities (Bicycle Lane Account).
o Consolidate and update existing bicycle and non-motorized
transportation laws, fully establishing bicycle use as an
integral part of California's multi-modal transportation
system.
0 Require CalTrans to publish a map of state bicycle routes,
and
safe alternatives to highways where bicycles are
prohibited.
o Require CalTrans to establish an annual priority list of
bicycle transportation projects.
BACKGROUND:
This bill strengthens planning for bicycle transportation in
conjunction with several new federal and state laws that require
local governments to act to improve air quality, reduce traffic
congestion, and provide alternatives to single-occupant auto
travel.
Many automobile trips could be made by bicycle transportation.
An increasing number of Californians have bicycles, and the
average distance for car trips is less than five miles.
However, many people are reluctant to use bicycles for
transportation because of a lack of parking and shower
facilities, streets that don't adequately accommodate bicycle
travel, and safety concerns.
Many local communities are now promoting bicycle use with
comprehensive bicycle plans that include: A) engineering and
design of safe and convenient facilities, B) education of
bicyclists and motorists, and C) enforcement of traffic laws.
