Is curbside recycling doomed from the start ?

Nevada City just started curbside recycling in the rural areas. The
garbage company CHARGES $1.50/month extra for recycling. Is this
typical among other communities ? Although I take my stuff to the
local recycling center (they pay ME), I will still subscribe in
order to support the program. I understand there are some costs
involved in running the program, but shouldn't the revenues from
recycling centers, plus the reduced garbage-handling costs at the
landfill offset the expenses of the program ? Why not charge people
who don't use the service ? IMHO, that would encourage, rather than
discourage, recyling. Furthermore, as people start to recycle more,
the increased revenues from recycling should offset the decrease in
	garbage-fee surcharges.

What's the situation in LA ? When we bailed-out a few months ago :-)
there was talk, but no action as far as I could tell.

Along a similar vein, how many folks out there have been able to find
a recycler which accepts glossy (ie magazine & junk-mail) paper ?
What about plastics ? Locally, I can only recycle the 2-liter soft
	drink bottles.
