As I remember, one of the big problems in estimating otter kills due to oil is the fact that they sink. The count of damage done is not as important in my mind as the fact of the damage and negligence involved, and the demonstration that the contracts made to keep "state of the art" damage control teams available was obviously so much smoke in order to do business as usual... As long as it's cheaper to say "Ooops" than it is to keep their nose clean, this will continue to happen. l & h, kev
