The trick is to make it cost effective to prevent such disasters.
Currently, the cost of an environmental cleanup is deducted from the firms'
earnings, I believe as a causulty loss. If this deduction were eliminated,
and the costs associated with preventing messes continued to be considered
normal deductible operating expenses, it would tend to make prevention more
economical when compared cleaning up.
Disclaimer: I am not a legislator nor a tax lawyer, so I may not know what
I am talking about.
