I seriously doubt they could find any "We decided not to fix it so we
could get state money" documents anywhere, that owuld be stupid.
However, as reported in the LA Times after the break, the city
engineer had warned the council back in the late 80's that the pipe
needed maintenance.

That would certainly be the smartest thing for them to do as
bureaucrats.  They don't need to raise taxes any more than they
already are, and they're the government, what's going to happen to
them?  Nothing.
