I don't remember where I read it, but I came across a rumor that the powers that be didn't fix the pipe when they knew it was broken in the beginning because they would have to use city funds, but if they waited until it became a disaster, they could use federal emergency funds. Does anyone know if there is any truth to this rumor, and if so, what's the source? -- INTERNET: mikew@netlink.cts.com (Mike Wingeier) UUCP: ...!nosc!ryptyde!netlink!mikew NetLink Online Communications * Public Access in San Diego, CA (619) 435-6181
