In an effort to bring market influences to bear on credit card
interest rates, I am going to volunteer to maintain a list of
credit cards with interest rates of 15% or less. If you are aware
of any of these, send me a note with the following information:

1. Name of bank
2. Interest rate
3. Phone number to get application
4. Annual fee
5. Restrictions (e.g., requires 3 qualifying accounts, must be
   AAA member, etc.)
