In case they haven't been saying much more about this lately, here's the latest news... First, the Tijuana river overflow was (and possibly is, but it hasn't rained lately) the biggest problem. Second, there are extensive reports (from people inside the sewer dept.) that contrary to what the city has been saying, the pipe was known to be extensively damaged. Massive corrosion, gaskets showing, other problems. The City Manager told the council in 1987 that the pipe needed to be repaired, but they decided not to do anything (they were still considering the secondary treatment plant). Employees are saying that the day of the damage, employees accidentally opened the wrong valves and sent a massive air bubble down the pipe (the whole building shook), which would have been like applying a huge sledgehammer to the pipe. Another apparent motive behind not repairing the pipe is that instead of having to pay it from city funds, if they waited till it broke they knew they could get emergency funds from the state. Once again, government protects the environment as only the government supposedly can... The City is still officially denying all this, of course. -- Trust me. I know what I'm doing. -- Sledge Hammer
