Mr. Underwood recently saw fit to question Mr. Paul's credentials to speak on matters related to water resource engineering. Mr. Paul responded with those credentials. Since it would appear that Mr. Underwood is not familiar with the professional practice of engineering, let me just add a few words. Mr. Paul's registration in California, coupled with his experience, entitles him to make investigations related to water resources, act as author of reports presenting the results and conclusions of those investigations, sign those reports, affix his seal thereto and accept professional responsibility therefor. Were some one not registered as a civil engineer in California to attempt to do so, he would be in violation of the law and would be subject to discipline by the California Board of Registration for Professional Engineers and Land Surveyors. Should the violation of the laws be sufficiently egregious, criminal prosecution could result. -- Dave Powell dopowell@alumni.caltech.edu
