The problem, however, is that we are already in the way. Large portions of Sacremento and other cities are at considerable flood risk. As I have previously stated, not builing in flood plains where there is no current development is a no-brainer, but this does nothing for existing developed areas. Telling existing residents that they should not be there is no solution either. >What is more benefical, >to adapt to the hydration systems as they are, too late for this in California urban areas containing several million folks in aggregate. >or consider them as mere >nuisances to be "controlled" however we wish? These are your words, not mine. In any case, there has been a lot of misrepresentation of the nature of a flood control dam, such as proposed at the Auburn site. A flood control dam does not form a large, permanent reservoir. A flood control dam forms a temporary reservoir by storing floodwater to be released down the river at a controlled rate. Surely this is more beneficial than flooding homes, and does not affect more than the small stretch of river near the dam on a permanent basis. Warren J. Paul, P.E. Dam Engineer and Proud of it!
