The General section of the Service Agreement indicates that it may
modify the service agreement at any time including modification of
prices. The section on Fees and Rates has a sentence in it where the
provider reserves the right to alter its fees and rates as outline in
section 1 (General).

This is direct from my copy of the agreement.

6. High Speed Edition Service

The Service is accessed through a designated account (The "Account")
which will be established for you by the Members Services. The Service
includes:
-Unlimited Internet access
- Multiple Sympatico email addresses and 5 MM personal web space
-10 hours dial up access, with each additional hour being billed at
$1.00 (exclusive of applicable taxes and long distance charges)
and it then lists the software included with the deal.

I would suggest that they agreement allows for alteration of the service
agreement for their service, but that it clearly states that "the
service " is unlimited internet access. While they do have the right to
change the rates for the service, the service is unlimited access. Once
they slap limits on transfers and start charging extra, they are no
longer providing the service contracted, which is the *unlimited*
access.

Of course I am free to drop the service. I should not have to. I
contracted for *unlimited* access. That is what was agreed to and that
is what I expect. I cannot get cable where I live, so switching to
another hi speed provider is not an option. I suppose I could try to get
satellite access, but that too is offered Sympatico, and they could pull
the same stunt.
